The world is full of a number of plans to encourage inner-city development.  We will review some of them to see of what value they might be.  Along the way, we will explore the relative merit of place related strategies compared to general economic growth strategies.  Are there times, we will ask, where place-targeted activities make sense?

There will be a term paper and a final.
